Ripple has secured preliminary approval for an Electronic Money Institution (EMI) license from Luxembourg’s financial regulator, marking a significant step in its European expansion. This approval, granted by the Commission de Surveillance du Secteur Financier (CSSF), allows Ripple to scale its cross-border payments platform across the European Union, utilizing stablecoins and digital assets. The move follows Ripple’s recent EMI license and crypto asset registration in the UK, adding to its portfolio of over 75 regulatory approvals worldwide. Ripple Payments, the company’s end-to-end cross-border solution, has processed over $95 billion in volume and now reaches about 90% of daily foreign exchange markets. The preliminary approval, issued as a "green light letter," is subject to further conditions before full authorization is granted. Luxembourg’s progressive regulatory approach is seen as providing the certainty needed for financial innovation, positioning the country as a key hub for Ripple’s European operations. Ripple plans to establish its European institutional services headquarters in Luxembourg City, aligning with the EU’s broader Markets in Crypto-Assets (MiCA) regulation timeline.
