Ethereum’s Hegota upgrade: FOCIL to fight censorship

Ethereum’s Hegota upgrade will introduce FOCIL, enforcing timely inclusion of valid transactions by multiple validators to reduce censorship and centralization.

Ethereum is preparing for the Hegota upgrade, scheduled for the second half of 2026, with a primary focus on the Fork-Choice Enforced Inclusion Lists (FOCIL) proposal. FOCIL, formally known as EIP-7805, aims to enhance censorship resistance by requiring that valid transactions are included in blocks within a specified timeframe. The mechanism introduces a committee of randomly selected validators who propose binding transaction inclusion lists. This reduces dependence on centralized block builders and relays. If blocks ignore mandatory transactions, they risk being orphaned, making censorship economically unviable. The Hegota upgrade addresses concerns about builder centralization, especially in the post-MEV era, and reinforces Ethereum’s neutrality and decentralization. By distributing transaction inclusion responsibilities, it safeguards against selective filtering and censorship risks.
