Russian financial authorities are moving toward easing restrictions on cryptocurrency investments, with proposals to allow broader access for both retail and professional investors. The new regulatory frameworks under discussion would introduce a tiered system, enabling non-qualified investors to purchase crypto assets up to 300,000 rubles per year through designated intermediaries, while qualified investors would have fewer limitations. The regulations would recognize digital currencies and stablecoins as digital financial assets, clarifying their legal status for accounting and taxation, but continue to prohibit their use for domestic payments. Cross-border crypto transactions would be permitted, provided they are reported to tax authorities. The proposals aim to stimulate market activity and attract foreign investment, though experts caution that increased access could lead to greater market volatility if not carefully managed. The legislative framework is expected to be finalized by 2026, with liability for illegal activity by intermediaries taking effect in 2027.
