France proposes stricter MiCA rules and DeFi liability
France proposes stricter MiCA rules: tougher platform oversight, DeFi liability, tighter stablecoin regulation, and support for euro stablecoins.
French authorities have unveiled proposals to revise the European regulation on crypto-asset markets (MiCA). Their aim is to enhance oversight of crypto platforms, introduce new obligations for providers facilitating access to decentralized finance (DeFi), and impose stricter rules on stablecoins. Under the proposals, regulated platforms could be held liable for client losses linked to DeFi protocols, especially if they fail to assess risks or ignore known vulnerabilities. The authorities also suggest granting the European Securities and Markets Authority (ESMA) greater powers to supervise major industry players. Additionally, France draws inspiration from the Genius Act to support the issuance of euro-denominated stablecoins, while ensuring strong protection for holders. These recommendations, based on a consultation that closed in September 2026, will inform a European Commission report due by June 2027, potentially leading to legislative changes to the MiCA framework.
