The Commodity Futures Trading Commission (CFTC) has introduced its first formal rules for the cryptocurrency market, unveiling Regulation CTX and Regulation CAM. These proposals aim to establish a federal framework for leveraged and margined retail crypto trading, while providing clearer oversight for exchanges dealing in Bitcoin and Ether. The initiative marks a shift from an enforcement-only approach, offering an alternative to state-licensed exchanges. It seeks to enhance investor protection and foster innovation. The new rules would create a registration category for exchanges, called crypto asset markets (CAMs), and set operational requirements. However, the proposals do not require all crypto assets to be traded on CFTC-registered platforms unless mandated by Congress. They also exclude simple spot trading, leaving a gap in spot market regulation. The proposals are in early federal review and open for public comment, signaling a move toward regulatory clarity and greater market stability.
