Kazakhstan unveils new crypto mining framework

Kazakhstan approved new digital mining rules requiring miners to contribute part of their output to a national reserve in exchange for 10-year electricity quotas and strict infrastructure standards.

Kazakhstan has introduced a comprehensive regulatory framework for strategic digital mining. Qualified mining enterprises can now access electricity quotas at regulated or highest tariffs for up to 10 years. To participate, miners must meet strict infrastructure requirements, such as operating data centers with at least 150 MW capacity and utilizing high-performance mining hardware. A key condition is that miners must transfer a portion of their mined cryptocurrency to the Astana Hub autonomous cluster fund. This fund, managed by the national investment company under the National Bank, aims to build a national strategic crypto reserve targeting up to $1 billion. Applications are submitted through an E-licensing database and reviewed by a special committee. Approved miners must sign agreements with Astana Hub and energy producers within five business days. The new rules seek to formalize the industry, support the national reserve, and ensure stable electricity access for miners.
