Missouri lawmakers are advancing House Bill 2080, which aims to establish a state-managed Crypto Strategic Reserve Fund. The bill, recently approved in committee by a 6–2 vote, would empower the State Treasurer to acquire, hold, and manage digital assets such as Bitcoin, Ethereum, Solana, USDC, and notably, XRP. Under the proposed legislation, any acquired cryptocurrencies must be held for a minimum of five years before rebalancing is permitted. The fund could also accept crypto through donations, grants, or transfers from residents and government entities. Additionally, Missouri agencies may be allowed to accept USDC for payments like taxes, fees, and fines, pending approval from the Department of Revenue. The explicit inclusion of XRP as a reserve asset marks a rare instance of formal state-level recognition for the token. The bill aims to diversify Missouri’s investment portfolio and modernize its financial infrastructure. It now awaits further legislative debate.
