U.S. Treasury sanctions Russian firm over crypto cyber tool sales

The U.S. Treasury sanctioned Russian firm Operation Zero for buying and reselling stolen U.S. cyber tools with cryptocurrency, marking the first use of a new law against digital trade secret theft.

The U.S. Treasury Department has sanctioned Russian company Operation Zero, its affiliates, and several individuals, including Sergey Sergeyevich Zelenyuk. They are accused of purchasing stolen U.S. government cyber tools with millions in cryptocurrency and reselling them to unauthorized buyers. These tools, originally developed by a U.S. defense contractor, were stolen by Peter Williams, a former contractor employee from Australia, between 2022 and 2025. Williams pleaded guilty to selling these trade secrets. This case marks the first use of the Protecting American Intellectual Property Act. The Office of Foreign Assets Control has blocked U.S. persons from transacting with the sanctioned parties. Operation Zero is also alleged to have recruited hackers and collaborated with foreign intelligence agencies, offering bounties for exploits targeting U.S. software. The case underscores the growing link between national security, cybercrime, and cryptocurrency in the global black market for hacking tools.
