Russia is preparing to launch a comprehensive regulatory framework for cryptocurrencies, with a key legislative vote expected in late June 2026 and full implementation set for July 1, 2027. The new rules will permit both retail and institutional investors to participate in the crypto market, but under strict conditions. Retail investors must pass a qualification test and will face an annual purchase cap of 300,000 rubles (approximately $3,300–$4,000). Their access will be limited to a whitelist of highly liquid assets, such as Bitcoin and Ethereum. Qualified investors, however, will enjoy broader access and no purchase limits. All cryptocurrency exchanges will be required to register and adhere to operational standards, with unlicensed platforms subject to penalties similar to those for illegal banking. Privacy-focused cryptocurrencies will be restricted, and digital currencies will remain banned for domestic payments. However, stablecoins may be allowed for foreign trade and cross-border transactions. The framework aims to balance market growth with investor protection and regulatory oversight.
