Russia eases investor rules, raises crypto limits
Russia now lets individuals become qualified investors via a financial knowledge test and local certificates, raising the annual crypto purchase limit to 3 million rubles for those who qualify.
The Bank of Russia has simplified the process for individuals to obtain qualified investor status. Now, individuals can qualify by passing a financial knowledge test and presenting local certificates, such as the Qualifin Certificate from the National Finance Association or the Moscow Exchange Investor Certificate. Starting August 31, these new rules replace the previous requirements, which relied on international certifications and income or asset thresholds. This change aligns with Russia’s evolving crypto regulations, allowing qualified investors to purchase up to 3 million rubles in approved cryptocurrencies annually, compared to the 300,000-ruble limit for non-qualified investors. The Bank of Russia will oversee the regulated crypto market, with major banks expected to launch crypto trading and depository services by the end of 2026. The new test aims to ensure investors understand financial risks, making the process more inclusive and accessible.
