Ripple has secured a full Electronic Money Institution (EMI) license from Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF), following preliminary approval in January 2026. This regulatory milestone enables Ripple to legally issue electronic money and provide regulated payment services, including stablecoin operations, across all 27 European Union member states under EU passporting rules. The license allows Ripple to expand its blockchain-based payment services from a single regulatory hub in Luxembourg, reducing operational friction and accelerating market entry throughout the bloc. This approval strengthens Ripple’s regulated presence in Europe, supports its broader payment operations, and adds to its global portfolio of over 75 regulatory licenses. Luxembourg’s robust financial regulatory environment serves as a strategic gateway for Ripple’s EU expansion, especially as the company continues to face legal challenges in other jurisdictions. The license also authorizes Ripple to support its stablecoin RLUSD, which had surpassed $1.3 billion in circulation by early 2026.
