Belarus has introduced new legislation and a presidential decree to establish a legal framework for cryptocurrency banks, marking a major step in integrating digital assets with traditional finance. The laws, signed in December 2024 and January 2026, allow crypto banks to provide both digital and fiat services, including deposits, loans, and trading, all under regulatory supervision. These institutions must comply with existing regulations for non-bank credit and financial organizations and register with the National Bank. The framework builds on Belarus’s earlier crypto-friendly stance, aiming to position the country as a regional leader in blockchain innovation. This dual regulatory approach encourages the development of financial products that combine traditional banking security with blockchain efficiency.
