Texas regulators have approved a new framework for connecting large electricity users to the grid, a move set to significantly impact bitcoin miners and data center operators. The Electric Reliability Council of Texas (ERCOT) introduced the "Batch Zero" process, which evaluates power requests in groups rather than individually. This approach addresses the surge in demand driven by AI and data center expansion. Currently, over 438,000 megawatts of connection requests are pending, with about 90% related to data centers. The new system aims to streamline grid capacity allocation and facilitate necessary transmission upgrades, making it easier for large-scale users to access power. Following the announcement, shares of bitcoin mining companies with major Texas operations—such as Cipher Digital, Core Scientific, and Riot Platforms—saw notable gains. The reform is expected to benefit firms repurposing infrastructure for AI and high-performance computing, supporting the rapid growth of digital infrastructure in Texas.
