Belarus registers first crypto banks under new framework
Belarus has registered its first two crypto banks as HTP residents under a new framework. The move marks a major step in integrating crypto with traditional finance and aims to attract foreign investment.
Belarus has officially registered its first two crypto banks as residents of the High-Tech Park (HTP), following the introduction of a new digital asset regulatory framework. Announced on September 28, 2026, this milestone comes after more than six months of legislative work, including the enactment of Presidential Decree No. 19 in January 2026. Under the new rules, crypto banks can operate as joint-stock companies but must secure both HTP residency and accreditation from the National Bank before launching services. The names of the banks remain undisclosed, but they will be allowed to offer deposits, lending, staking, exchanges, and digital asset storage. These institutions will be jointly regulated by the HTP administration and the National Bank, combining oversight with tax incentives within the special economic zone. Officials see this as a landmark step in merging traditional banking with crypto, aiming to boost innovation and attract foreign investment to Belarus's financial sector.
