Ten European banks launch RL1 blockchain network

Ten European banks launched RL1, a cooperative blockchain for regulated markets and tokenized assets, providing equal governance and improved interoperability.

Ten leading European financial institutions have jointly launched Regulated Layer One (RL1), a cooperative blockchain network based in Luxembourg. RL1 is designed specifically for regulated financial markets and tokenized assets, aiming to streamline operations and enhance interoperability among its members. Founding members include ABN AMRO, Cecabank, Chartered Investment, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures, Seturion, and others. The network operates as a European Cooperative Society, ensuring each member has equal governance and decision-making rights. Built on infrastructure developed by SWIAT, which has now transferred ownership to the cooperative, RL1 is a private, permissioned blockchain. It supports institutional use cases such as digital money, tokenized bonds, collateral, and blockchain-based settlement, while aiming to reduce fragmentation caused by separate distributed ledger systems. RL1 is open to additional regulated financial-market participants.
